Human Resource Specialist

Description:  Lorain County Public Health is seeking to hire a full-time Human Resource Specialist to work in the Administrative Services Division. 

FUNCTION

Under the general direction of the Director of Administrative Services and Health Commissioner, this position is responsible for overseeing and formalizing systems and performing duties related to employee benefits, hiring practices, maintaining personnel records, workforce development, performance management, personnel and safety policy annual reviews and recommendations, and FLSA compliance as it relates to FMLA, BWC, and other federal, state, and local laws and regulations.

JOB DUTIES

  1. Manage the talent acquisition process, which may include recruitment, interviewing, and hiring qualified job applicants, particularly for managerial, exempt, and professional roles; collaborate with departmental managers to understand the skills and competencies required for openings
  2. Maintain employee records, ensuring completion and accuracy of details such as employee contact information, job classification, pay rates, organizational structure, and other key details.
  3. Maintain accurate records of active job openings and received applications; manages internal and external job postings.
  4. Write and revise job classification specifications.
  5. Develop, review, and revise personnel policies and procedures.
  6. Assist with the administration of employee benefits, which may include collecting and submitting employee information and notice of change in status to health, dental, life, disability, and other insurance carriers or insurance brokers.
  7. Plan and support company-wide information meetings such as open enrollment, new hire orientation, and meetings to announce or discuss changes in retirement or benefits plans.
  8. Maintain compliance with federal, state, and local employment laws and regulations and recommend best practices; review policies and practices to maintain compliance.
  9. Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  10. Partner with the leadership to understand and execute the organization’s human resource and talent strategy, particularly concerning current and future talent needs, recruiting, retention, and succession planning.
  11. Maintain open communication channels with employees, supervisors, and directors by answering questions, explaining policies and procedures, disseminating updated personnel-related information, and resolving employee conflicts and concerns.
  12. Develop, review, and revise workplace safety and risk management guidelines to maintain a safe workplace.
  13. Candidate will be responsible for workforce development including equity, training initiatives, and wellness programs. 
  14. Perform other related duties as required

MAJOR WORK CHARACTERISTICS

Knowledge of:  Business/human resources/public administration; federal, state, and local laws and guidelines governing fair employment practices; organizational structure and awareness; hiring practices; training development; plan writing; speech and effective communication techniques, and personnel and safety policies.

Ability to:  Define problems, collect data, establish facts, and draw valid conclusions, multi-task and prioritize work assignments; establish and maintain effective working relationships with others; gather, collate, and classify information about data, people, or things; ability to interact with a wide variety of employees, public officials, and the general public; computer and software skills; generate reports and statistics with personnel data.

Preferred Qualifications:  Completion of Bachelor’s degree in applied business with a focus on human resources; three (3) to five (5) years of human resource management experience, preferably in a health department or medical office setting. SHRM-CP or SHRM-SCP highly desired.

COMPENSATION: Benefits include medical, dental, vision, and life insurance. Ohio Public Employee’s Retirement System (PERS). Paid vacation, personal day, holidays, and sick leave. Tuition reimbursement is available.

SALARY: $28.04-$35.78/hr.
